In 2009, PARAMO, Inc. commenced the production of a qualitatively brand new product – motor diesel fuel with the content of sulfur under 10 ppm. As a result of the production, the technology regime has been adjusted (adjustment of the delay period of the hydrogenated material in the reactor, technological parameters of hydrogenation, etc.). The last necessary adjustment of the technological regime, which will result in a fluent production of the motor diesel fuel, is a complex reconstruction of the VR 28 container. This reconstruction includes also the installation of new valves and of a measuring and regulation system.
Fifth appeal of the Ministry of the Environment on submitting applications for providing support within the priority axis 5.1, “Limiting industrial pollution and minimizing environmental risks”, was announced in August 2008.
The following activities are supported under the 5th appeal:
- Limiting industrial pollution – i.e. reconstructing technology for limiting industrial pollution – the BAT application.
- Minimizing environmental risks – i.e. reconstructing existing devices with the objective to reduce the risks and to limit the consequences of substantial accidents.
The complex reconstruction of the VR 28 container corresponds to the projects supported within both activities mentioned above and that is why Paramo decided to apply for the grant.
The expert evaluations prepared by independent experts, processed from the perspective of the act on preventing significant
accidents and the act on integrated prevention, recommended the implementation of the reconstruction of the container with a financial support from ERDF/CF. The position of the Ministry of the Environment, which evaluated the application from the environmental, economic and technical perspectives, was also positive.
In March 2009, the governing committee of SFZP (State Environmental Fund) decided to provide a grant in the amount equal to 40% of the acceptable reconstruction expenses. Work on implementing the investment project, i.e. reconstruction of the VR 28 container while complying with all proprieties for drawing grants from Environment Operational Programme, will commence in April 2009.
